The InvestEU interim evaluation report was carried out on behalf of the European Commission by an independent team of external experts, including the Foundation for Economic and Industrial Research (IOBE), under the coordination of the consultancy company ICF.
The InvestEU programme is a strategic tool to support the financing of investments that contribute to the achievement of EU policy objectives. In particular, it focuses on projects related to sustainable infrastructure, research-innovation-digitalisation, SMEs, and social investment and skills. The design of the programme includes many innovative features. For example, the programme consolidates 14 previous individual European funding and advisory instruments, allows for the involvement of more implementing partners and enables Member States to allocate additional resources to support investments related to national priorities. The report highlights a number of positive features of the programme, but also angles with room for improvement.
